To collect both rewards, Ser Gabrian must be given his copy first, then Fedel the second one. The storyline will not be altered either way the Arisen handles this quest, though Fedel is correct about signs of a rebellion. It seems the letter refers to the soldiers who later rebel at Windbluff Tower.
Speak with Ser Rickart just outside Gran Soren's south gate in order to obtain the quest. When spoken to, Ser Rickart will hand over an Unsigned Letter as well as a foreboding warning. This initiates the quest to hunt down and kill the assassins known as the Nameless Men.

How do you romance a Mercedes in Dragon's Dogma?
For Mercedes to become the Arisen's Beloved, she must be romanced before Pride Before a Fall or she will disappear from the game until New Game Plus. However, after the duel with Julien it is possible to raise her affinity by gifting her Cloudwine or an Arisen's Bond.
