The primary functions of ICD or CFS may be summed up as under:
Container Yard (CY) A container yard is a dedicated area for full container load (FCL) containers whereas a CFS caters to both LCL and FCL shipments. A CY is located within the port, unlike a CFS, which is located close to a port or terminal. A CFS picks up empty containers from a CY for FCL and LCL export shipments.18-Sept-2020

An ICD is generally located in the interiors (outside the port towns) of the country away from the gateway ports. CFS, on the other hand, is an off-dock facility located near the servicing ports which helps in decongesting the port by shifting cargo and Customs related activities outside the port area.
